Juniperus scopulorum
Rocky Mountain juniper

Notes:

Not recommended for Sunset zones 34 or 37, but due to humidity rather than temperature: the recommended Northeastern zones are 35, 41, and 43, spanning from the Ohio River to southern Québec, so I doubt temperature is the limiting factor. Too bad, as I kind of wanted a 'Tolleson's Blue Weeping'. UConn confirms intolerance of high humidity.

Deeply taprooted. Clay tolerance is debated (White Oak and the USDA vs. NCSU and Cal Poly).

The species is susceptible to Phomopsis tip blight and generally affected by rusts, but the cultivars vary in disease resistance, and some improve on these. Ice coatings cause dieback.

'Skyrocket' is bluish-green and the narrowest columnar form, for similar effect to Italian cypress. 'Blue Arrow' is more intensely blue than 'Skyrocket', like 'Glauca' Italian cypress. 'Blue Heaven' is a female clone more open than 'Blue Arrow'. 'Gray's Gleam' is a pyramidal silver male. 'Moonglow' is bluish-gray-green and dense.
