Santolina chamaecyparissus
lavender-cotton

Notes:

Not recommended for Sunset zone 37 (stops at 34, 35, and 39). Still, as per Dirr, more cold-hardy than S. rosmarinifolia, which AHS rates as Z6-9, H9-6 (AHS forgot to assign S. chamaecyparissus any climate zone range at all!).

Aromatic when bruised.

Recommended to cut back in early spring to minimize woodiness, as with lavender. Water and fertilize only sparingly. Mulch encourages wider spreading. Dislikes humidity.

Traditional usage is as hedging in knot gardens. Foliage repels moths.
