Caryopteris × clandonensis
bluebeard, blue-mist shrub, blue spiraea

Notes:

Not recommended for Sunset zone 37 (stops at 34 and 39).

Blooms on new growth; Sunset recommends cutting nearly to the ground in spring, but Stoecklein specifically discourages this in favor of cutting back only to where new growth is emerging in mid-spring (as with borderline hardy crapemyrtles, etc.).

Missouri BG specifically mentions that brushing the foliage will release its aroma, which I suppose should not be surprising for a member of the mint family, but is still good to see confirmed after reading about so many plants whose leaves only smell when crushed/bruised/torn.
